IBM's chief economist thinks the recession is over. EMC's CFO thinks the worst of the budget lock is over for high-tech firms. And the Federal Reserve's got a new survey suggesting the economy is growing again by 3%-4% in most of the US due to business spending. Unemployment hit 9.7% in August and is expected to top 10% this year, but productivity surged 6.6% in the second quarter.
